In the earlier days, horses were measured with sticks, a lot like rulers. Today, horses are measured with something called hands. A hand is equal to four inches. When measuring a horse, you measure from the ground to the withers. Every four inches is a hand.

Thumbelina is a horse that travelled the world to help with charities and such. She is 17 inches tall, which is 4.1 hands. Wow!
